FWIW I tested 1.7.1 and it gives liches with expert necromancy, so you are probably playing with tournament rules enabled.

However, the map is rather too easy with necromancy regardless of CoUK giving liches or skeletons. It doesn't matter in about 1st half of the map as you can't get t more...
