Level 99 is definitely not required though, finished comfortably at level 39 around 8 months, and didn't need to pick up troops or even skill points in the last 2 months or so. I think you can make a version where the AI is somewhat stronger or more aggressive.

War for the Divine Mandate walkthrough
- Up to Eight players
- Made to be very difficult and provide challenge for homm3 veterans
- Tried my best to make it funny enough even for singleplayer experience
You can do almost any strategy or unit/hero composition possible
- Many quests
- Like many other maps spells like dimension door, town portal and flight are only available as scrolls artifacts
- Spells like Blind and summon elementals which the AI love to abuse is also available as scrolls/artifacts
- the OP artifacts are very hard to aquire
- Level cap 99, because you gonna need it
