I'm not the author, so my answer may not be 100% right, although i'm pretty sure, that it's not a bug, but just a little mistake made by creator. Using cheat i can see whole map, and knowing this type of maps, and seeing starting position of red player, it seems like we were supposed to play as red, not as blue, starting with no town, and slowly going forward. If you want to play this map, i'd recommand you to just go into map options and swap a player color from blue to red (you need to do it in map editor)
